Cream of Tartar

Can anyone tell me what "Cream of Tartar" is??? I have a recipe I want to make and it calls for Cream of Tartar and I have never heard of it. This recipe also calls for covering my pan with "Silpat"....what the heck is silpat?

It's what's left over when I scrape the tartar off the people's teeth and blend it. I can get you as much as you need for free...let me know! Mwahahaha

I think that I have used it maybe ONCE in a recipe? We have it in our spice cupboard, but we definitely don't use it very often. What is it for?
